The Law on Universal Health Insurance Has Been Fully Adopted

The National Assembly of the Republic of Armenia has adopted the Law “On Universal Health Insurance” in the second reading and in full.

The insurance system will come into force on January 1, 2026.

Accordingly:

At the first stage, the system will cover:

  • -children under 18,

  • -citizens aged 65 and over,

  • -persons with disabilities (Groups I–III),

  • -persons with functional limitations,

  • -socially vulnerable groups and beneficiaries of the social assistance system,
    -including families of fallen servicemen,

  • -as well as individuals earning AMD 200,001 and above.

 

The insurance package will be the same for everyone, with an annual cost of AMD 129,600.

 

In 2026, the state will fully cover insurance contributions for:

 

  • -children under 18,

  • -persons with functional limitations,

  • -persons with disabilities (Groups I–III),

  • -socially vulnerable groups,

  • -families of fallen servicemen,

  • -citizens aged 65 and over.

 

For individuals earning from AMD 200,001 to AMD 500,000, the majority of the insurance contribution in 2026 will be subsidized by the state. Specifically, AMD 4,500 out of AMD 5,500 allocated to the “Zinapah” Fund will be redirected to the Health Insurance Fund. Together with the return of the social credit, individuals in this group will need to pay only AMD 300.

 

For individuals earning from AMD 500,001 to AMD 1,000,000, AMD 7,500 out of AMD 8,500 allocated to the “Zinapah” Fund will be transferred to the Insurance Fund. The remaining AMD 3,300 will be deducted from salaries, but may be refunded in 2027 through the personal income tax return system.

 

Social package beneficiaries earning AMD 200,001 and above will be included in the insurance system at the first stage (from January 1, 2026). Their insurance contribution will also be compensated through the redirection of AMD 4,500 from the “Zinapah” Fund, and they may additionally allocate their social package funds (monthly AMD 6,000) toward the insurance contribution.

 

Social package beneficiaries earning less than AMD 200,000 will continue to receive services within the existing social package framework.

 

The ArMed application, as well as the official websites of the Ministry of Health and the Fund, will publish detailed lists of diseases, diagnostics, screenings, and medications included in the insurance package.

 

Strategic objectives of the reform:

  2. 2. Increasing average life expectancy

  3. 3. Reducing disability and premature mortality

  4. 4. Improving quality of life

Access to insured medical services will begin through the primary healthcare system, except in cases of emergency and urgent medical care.

 

Within three years, all citizens and residents of the Republic of Armenia will have a health insurance package. Thus, insurance coverage will be universal, though not all medical services will be included.
